480. <strong>Evaluation</strong> capability is needed to cover a broad spectrum of evaluations: policy,<br />
programme and project activities as well as sectors, themes, and crosscutt<strong>in</strong>g issues.<br />
<strong>Evaluation</strong>s further need to look at agency procedures and management issues.<br />
481. Sett<strong>in</strong>g evaluation priorities will be necessary for managerial and f<strong>in</strong>ancial reasons. A<br />
timetable must be <strong>in</strong>cluded <strong>in</strong> the evaluation plan. The decisions on the organization of<br />
evaluation activities and timetable should <strong>in</strong>volve users of the evaluation outputs, so that<br />
their needs can be taken <strong>in</strong>to account. The evaluation plan requires the support and<br />
endorsement of senior management.<br />
482. Aid agencies which have not already done so should elaborate guidel<strong>in</strong>es and/or<br />
standards for the evaluation process. These should give guidance and def<strong>in</strong>e the m<strong>in</strong>imum<br />
requirements for the conduct of evaluations and for report<strong>in</strong>g.<br />
IX. Design and implementation of evaluations<br />
483. Each evaluation must be planned and terms of reference drawn up <strong>in</strong> or<strong>der</strong> to:<br />
- def<strong>in</strong>e the purpose and scope of the evaluation, <strong>in</strong>clud<strong>in</strong>g an identification of the<br />
recipients of the f<strong>in</strong>d<strong>in</strong>gs;<br />
- describe the methods to be used dur<strong>in</strong>g the evaluation;<br />
- identify the standards aga<strong>in</strong>st which project/ programme performance are to be<br />
assessed;<br />
- determ<strong>in</strong>e the resources and time required to complete the evaluation.<br />
484. The purpose of the evaluation must be expla<strong>in</strong>ed, e.g. to contribute to improv<strong>in</strong>g aid<br />
policies, procedures and techniques or to consi<strong>der</strong> a cont<strong>in</strong>uation or discont<strong>in</strong>uation of<br />
specific current activities.<br />
485. An evaluation must def<strong>in</strong>e the activity that is be<strong>in</strong>g evaluated, e.g. projects,<br />
<strong>in</strong>stitutions, sectors, or programmes and conta<strong>in</strong> such <strong>in</strong>formation as background,<br />
objectives, activities, expenditures, expected impacts and effects.<br />
486. It is essential to def<strong>in</strong>e the questions which will be addressed <strong>in</strong> the evaluation—these<br />
are often referred to as the "issues" of the evaluation. The issues will provide a manageable<br />
framework for the evaluation process and the basis for a clear set of conclusions and<br />
recommendations. The follow<strong>in</strong>g are basic groups of evaluation issues:<br />
- Rationale. Does the un<strong>der</strong>tak<strong>in</strong>g make sense? Are the objectives relevant and<br />
realisable? Should alternative objectives be consi<strong>der</strong>ed?<br />
- Objectives Achievement. <strong>Evaluation</strong> is very difficult unless the objectives which the<br />
evaluated project/programme were to achieve have been clearly def<strong>in</strong>ed and the project<br />
agreements and operational plans and arrangements for obta<strong>in</strong><strong>in</strong>g relevant basel<strong>in</strong>e data<br />
had been made. To what extent were the orig<strong>in</strong>al objectives achieved? Or are likely to<br />
be achieved? What were the major factors <strong>in</strong>fluenc<strong>in</strong>g the achievement or nonachievement<br />
of objectives? Should objectives not have been stated clearly enough to<br />
allow for an evaluation of goal achievement, an assessment of impact and effects of the<br />
activities un<strong>der</strong>taken should still be attempted.<br />
- Impacts and Effects. What has happened as a result of the project/programme? This<br />
<strong>in</strong>volves not only direct outputs but, very importantly, the basic impacts and effects on
