6.1 Allgemein/ General Information<br />
2004 galten 54,4% <strong>de</strong>r Bevölkerung im Land als arm (nach nigerianischer Definition gilt eine<br />
Person als arm, wenn sie täglich weniger als 65 ₦ (0,30 Euro) zur Verfügung hat.<br />
In <strong>de</strong>n UNDP-Entwicklungsranglisten wur<strong>de</strong> <strong>Nigeria</strong> auf Rang 158 von 182 Staaten geführt<br />
(HDI 0,511). 2004 galten nach internationalen Standards 90,8 % <strong>de</strong>r Bevölkerung als arm<br />
und 64,4 % als extrem arm. Die UN-Milleniumsziele für 2015 wird <strong>Nigeria</strong> voraussichtlich<br />
nicht erreichen.<br />

<strong>de</strong>finition a person is classified as poor when they live on less than 65 ₦ per day (0.30 Euro.)<br />
Among the UNDP ranking <strong>of</strong> <strong>de</strong>veloping countries, amongst all 182 states, <strong>Nigeria</strong> was<br />
ranked at number 158. (HDI <strong>of</strong> 0.511). According to international standards, 90.8% <strong>of</strong> the<br />
population were consi<strong>de</strong>red poor and 64.4% as extremely poor. The UN Millennium aims for<br />
the year 2015 will probably not be reached in <strong>Nigeria</strong>.<br />

Programme) zeigt die Verteilung <strong>de</strong>r Armut in <strong>Nigeria</strong>, in folgen<strong>de</strong>n sechs geopolitischen<br />
Regionen:<br />
Die ärmste Region ist <strong>de</strong>r Nordosten <strong>de</strong>s Lan<strong>de</strong>s mit 72,2%, dicht gefolgt vom Nordwesten<br />
mit 71,2% und <strong>de</strong>m zentralen Nor<strong>de</strong>n mit 67,0%. Es folgen mit größerem Abstand <strong>de</strong>r<br />
Südwesten mit 43,1%, <strong>de</strong>r südliche Sü<strong>de</strong>n mit 31,5% und an letzter Stelle <strong>de</strong>r Südosten mit<br />
26,7%. 12 Die Grün<strong>de</strong> für die niedrigere Armutsrate im Sü<strong>de</strong>n sind zu fin<strong>de</strong>n in <strong>de</strong>n<br />
Nie<strong>de</strong>rlassungen <strong>de</strong>r dort angesie<strong>de</strong>lten wichtigsten Industrien (Erdöl Raffinerien im Niger<br />
Delta, wichtige Banken und Versicherungen in Lagos). Ein weiterer Faktor liegt auch im<br />
ausgeprägten Unternehmerwesen <strong>de</strong>r Igbo, die zum größten Teil in <strong>de</strong>n südöstlichen Teilen<br />
<strong>Nigeria</strong>s leben und als selbstständig Beschäftigte nicht auf staatliche Unterstützung<br />
angewiesen sind.<br />
Poverty is spread unequally, with poverty intensifying as one moves north. A census <strong>of</strong> the<br />
National Poverty Eradication Programme (NAPEP) and the UNDP (United Nations<br />
Development Programme) showed the distribution <strong>of</strong> poverty in <strong>Nigeria</strong> in six geo-political<br />
areas.<br />
Most poverty occurs in the Northeast at about 72.2%, closely followed by the North West at<br />
71.2% and the Central North at 67.0 %. The southern states follow at a clear distance. The<br />
Southwest has a poverty level <strong>of</strong> 43.1%, the southernmost South 31.5% and the Southeast is<br />
the least poor at 26.7%. Reasons for the much lower poverty rate in the South are the high<br />
concentration <strong>of</strong> industries (oil refineries in the Niger Delta and banks and insurance<br />
companies in Lagos). A further contributing factor is the marked entrepreneurial spirit <strong>of</strong> the<br />
Igbo people, who live mainly in the South–East. They run a large number <strong>of</strong> in<strong>de</strong>pen<strong>de</strong>nt<br />
enterprises, meaning that the people are less <strong>de</strong>pen<strong>de</strong>nt on the government.<br />
