In or<strong>de</strong>r to accomplish this, the country has pursued an economic policy which was<br />
accompanied with a PSI (Policy Support Instrument) by the IMF. It was associated with<br />
conditions such as budget consolidation, privatization, poverty alleviation, strengthening <strong>of</strong><br />
the economic structure, improvement <strong>of</strong> the infrastructure and the fight against corruption. To<br />
reach these aims, the newly foun<strong>de</strong>d EFCC (Economic und Financial Crimes) was activated.<br />
Its first director, Nuhu Ribadu has tackled these tasks so rigorously that in 2007, powerful<br />
sections <strong>of</strong> the state elite prevented his re-election, even against the will <strong>of</strong> the former<br />
presi<strong>de</strong>nt Obasanjo. Ribadu took no measures to spare former parliament members and the<br />
governors <strong>of</strong> the 36 fe<strong>de</strong>ral states from embarrassing interrogations and has publicly<br />
announced that corruption has cost <strong>Nigeria</strong> over $380 billion dollars since gaining<br />
in<strong>de</strong>pen<strong>de</strong>nce.<br />
In <strong>de</strong>m von Korruption verseuchten Land kommt <strong>de</strong>r Erdölreichtum primär ausländischen<br />
Konzernen, <strong>de</strong>r gesellschaftlichen Elite und entwicklungspolitisch fragwürdigen<br />
Großprojekten in Industrie und Infrastruktur zugute. Die Bevölkerung lebt vorwiegend in<br />
Armut von Subsistenzwirtschaft und Aktivitäten im informellen Sektor. <strong>Nigeria</strong> hängt<br />
weiterhin stark vom Import von Kapital, Know-how, Maschinen, Fahrzeugen und<br />
Nahrungsmitteln ab. Die wichtigsten Wirtschaftspartner sind die EU, USA und China.<br />
In the corruption-infested country, foreign companies, the social elite and projects regarding<br />
infrastructure and industry, which are harmful to <strong>Nigeria</strong>’s <strong>de</strong>velopment policy, are the main<br />
beneficiaries <strong>of</strong> its oil wealth. Large parts <strong>of</strong> the population live in poor conditions, <strong>de</strong>pen<strong>de</strong>nt<br />
on subsistence farming and activities in the informal sector. <strong>Nigeria</strong> is still heavily <strong>de</strong>pen<strong>de</strong>nt<br />
on the import <strong>of</strong> capital, know-how, machines, vehicles and food. Its most important business<br />
partners are the EU, the USA and China.<br />
