Today more than ever, policy and institutional changes in the European Union, the<br />
United States and on a global level can best be understood from a transatlantic perspective.<br />
Therefore, the new Transatlantic Public Policy Series publishes contributions<br />
that explore transatlantic relations and compare the impact of global, regional and national<br />
policy development across the Atlantic. This series has been initiated by the<br />
Transatlantic Policy Consortium (TPC), which is a network of about 20 European and<br />
20 North-American academic and training institutions in the fields of education and<br />
research for public policy and administration, international relations and public law.<br />
The TPC network organises joint research and publications, student exchanges and<br />
regular colloquia.<br />

Die EU-Länder und die Beitrittskandidaten<br />
Migrationspolitik, insbesondere Zuwanderung über die nationalstaatlichen Grenzen,<br />
ist spätestens seit dem Wegfall der Ost-West-Konfrontation ein zentrales Thema in der<br />
politischen Diskussion. Die umstrittenen und zudem höchst emotionalisierten Debatten<br />
dieses Politikfelds in den meisten europäischen Staaten werden u.a. durch die relativen<br />
Wahlerfolge rechtsextremer Parteien, die offen mit fremdenfeindlichen Stereotypen<br />
operieren verdeutlicht Es ist zu erwarten, dass sowohl die Diskussion um eine restriktivere<br />
Migrationspolitik als auch die sich dort abbildenden Befürchtungen und Stereotype<br />
in der Bevölkerung mit der EU-Osterweiterung neue Nahrung erhalten. Andererseits<br />
ist das allgemeine Wissen über die jeweilige Migrationspolitik der EU insgesamt<br />
und noch mehr die der einzelnen EU-Länder als auch die der Beitrittskandidaten sehr<br />
gering.<br />

Diese Arbeit ist die erste umfassende Studie über die Werke der renommierten Historiker<br />
Quentin Skinner und Reinhart Koselleck. Sie enthält eine vergleichende Einschätzung<br />
der Profile beider Autoren als zeitgenössische Forschungsprogramme des<br />
Begriffswandels sowie eine Diskussion der politischen Bedeutung. Der Begriffswandel<br />
ist bei Skinner ein Sonderfall des sprachlichen Handelns, während er bei Koselleck an<br />
einen Entwurf zur Theorie historischer Zeiten anknüpft.<br />

The issue of police reform in countries in transition from state socialism toward more<br />
democratic forms of governance has risen to practical prominence in recent years.<br />
The collapse of the Soviet Union initiated fundamental changes in aspirations, ideologies<br />
and governing practices among former members of the socialist camp. Reforming<br />
policing systems which had served primarily to protect the party-states from their opponents<br />
into systems which serve and protect civic society has come to be seen as an<br />
essential prerequisite and concomitant of the democratisation process in transitional<br />
countries.<br />
Marina Caparini is Senior Fellow at the Geneva Centre for the Democratic Control of<br />
Armed Forces.<br />
Otwin Marenin is Professor in the Department of Political Science / Criminal Justice,<br />
Washington State University.<br />
