A designation is a formal decision on a legal basis ("Aanwijzingsregeling" of "Aanwijzingsbesluit")
This decision defines the conditions under which the designation has been granted and is published in the state gazette
The conditions under which a designation can be suspended or withdrawn are part of the formal decision mentioned above
Complaints and appeal to governmental "decisions" can be made according the 'general administrative act' (Algemene wet bestuursrecht
(Awb)).

For the implementation of the European Directives, application-orientated aspects are derived from the relevant European Directives.
Experience has shown, however, that a number of requirements in the Directives have not been formulated concretely enough, and must
be made more precise to meet with possibilities in the Netherlands, such as those concerning available education levels etc. The
procedure followed in this process varies for each department and for each trade area, and also depends on the extent to which the
relevant product group represents an HSE risk.
