Ziel der Akkreditierung<br />

The aims and objectives of HKAS are:<br />

- to offer official recognition to competent laboratories, certification bodies and inspection bodies<br />

- to upgrade the standard of operation of laboratories, certification bodies and inspection bodies<br />

- to create a fair competitive environment where performance is assessed in accordance with international standards.<br />

- to promote the acceptance of conformity assessment results issued by accredited laboratories, accredited certification bodies and accredited inspection bodies.<br />

- to establish mutual recognition agreements with overseas accreditation bodies on the equivalence of accreditations.<br />

- to eliminate the need for re-certification, re-inspection and re-testing, thereby reducing costs and facilitating free trade.<br />

- to promote confidence in conforming assessments in support of contractual and regulatory requirements.<br />

- to advise the government on matters of conformity assessment.<br />

HKAS was formed in November 1998 through the expansion of HOKLAS. HKAS provides accreditation to laboratories, certification bodies and inspection<br />

bodies <strong>und</strong>er HOKLAS, HKCAS and HKIAS respectively<br />

HOKLAS: Accreditation of testing and calibration laboratories (according to ISO/IEC 17025) and medical laboratory (according to ISO 15189) <strong>und</strong>er the Hong<br />

Kong Laboratory Accreditation Scheme<br />

HKCAS: Accreditation of certification bodies (according to ISO/IEC Guide 62, 65 and 66) <strong>und</strong>er the Hong Kong Certification Body Accreditation Scheme<br />

HKIAS: Accreditation of inspection bodies (according to ISO/IEC Guide 17020) <strong>und</strong>er the Hong Kong Inspection Body Accreditation Scheme<br />

The authority for granting accreditation rests with the HKAS Executive which is headed by the Commissioner for Innovation and Technology.<br />
