Ziel der Akkreditierung
The aims and objectives of HKAS are:
- to offer official recognition to competent laboratories, certification bodies and inspection bodies
- to upgrade the standard of operation of laboratories, certification bodies and inspection bodies
- to create a fair competitive environment where performance is assessed in accordance with international standards.
- to promote the acceptance of conformity assessment results issued by accredited laboratories, accredited certification bodies and accredited inspection bodies.
- to establish mutual recognition agreements with overseas accreditation bodies on the equivalence of accreditations.
- to eliminate the need for re-certification, re-inspection and re-testing, thereby reducing costs and facilitating free trade.
- to promote confidence in conforming assessments in support of contractual and regulatory requirements.
- to advise the government on matters of conformity assessment.

HKAS was formed in November 1998 through the expansion of HOKLAS. HKAS provides accreditation to laboratories, certification bodies and inspection
bodies under HOKLAS, HKCAS and HKIAS respectively
HOKLAS: Accreditation of testing and calibration laboratories (according to ISO/IEC 17025) and medical laboratory (according to ISO 15189) under the Hong
Kong Laboratory Accreditation Scheme
HKCAS: Accreditation of certification bodies (according to ISO/IEC Guide 62, 65 and 66) under the Hong Kong Certification Body Accreditation Scheme
HKIAS: Accreditation of inspection bodies (according to ISO/IEC Guide 17020) under the Hong Kong Inspection Body Accreditation Scheme
The authority for granting accreditation rests with the HKAS Executive which is headed by the Commissioner for Innovation and Technology.
HKAS is part of Government department.
