Ein turbulentes Jahr neigt sich dem<br />
Ende zu. War die erste Jahreshälfte<br />
weltweit von einem drastischen Wirtschaftseinbruch<br />
geprägt, haben sich<br />
die Aussichten auf ein Ende der konjunkturellen<br />
Talfahrt seitdem deutlich<br />
aufgehellt: in den USA, in China<br />
sowieso, aber was vielleicht am<br />
meisten überrascht – auch in Europa.<br />
Die jüngsten Statistiken für das dritte<br />
Quartal belegen: Die europäische<br />
Wirtschaft hat die Rezession hinter<br />
sich gelassen, der Euro-Raum wuchs<br />
erstmals wieder seit Anfang 2008.<br />
Um 0,4 Prozent. Das ist nicht viel,<br />
aber man wird bescheiden dieser<br />
Tage. Die deutsche Wirtschaft, oft<br />
genug das konjunkturelle Schlusslicht<br />
in Europa, erweist sich sogar<br />
als wirtschaftliches „Powerhouse“ in<br />
der EU, wie die Financial Times formuliert.<br />
Diese Charakterisierung mag<br />
angesichts eines Wachstums von 0,7<br />
Prozent übertrieben klingen, wird aus<br />
britischer Sicht aber verständlich: Die<br />
Wirtschaft dort schrumpfte im dritten<br />
Quartal erneut, um 0,4 Prozent, und<br />
vereinzelt lassen sich inzwischen sogar<br />
politische Stimmen auf der Insel<br />
vernehmen, die sich für eine Zugehörigkeit<br />
zur Eurozone aussprechen.<br />
Das Jahr ist quasi gelaufen, was<br />
mag das kommende bringen? Vielfach<br />
macht sich vorsichtiger Optimismus<br />
breit, die Wachstumsprognosen werden<br />
international angehoben. Das<br />
deckt sich mit dem Stimmungsbild,<br />
das auf der Herbsttagung der Metallgroßhändler<br />
im November in Wiesbaden<br />
deutlich wurde. Die Händler<br />
gehen mehrheitlich davon aus, dass<br />
sich der Markt spätestens im zweiten<br />
Halbjahr wieder spürbar erholt. Vereinzelt<br />
klingt jedoch die Sorge durch,<br />
dass es Rückschläge geben könnte,<br />
wenn die staatlichen Konjunkturprogramme<br />
zur Jahresmitte auslaufen.<br />
Es wird wohl zwei bis drei Jahre<br />
dauern, bis das Produktionsniveau<br />
von Anfang 2008 wieder erreicht ist.<br />
Aber sich auf den Weg dahin zu machen,<br />
wenn man bereits im Aufstieg<br />
begriffen ist, fällt allemal leichter, als<br />
wenn erst noch eine Senke zu durchqueren<br />
ist. Die Weihnachtszeit bietet<br />
noch einmal Zeit zum Verschnaufen.<br />

A turbulent year is drawing to its close.<br />
Whereas the first half was marked by<br />
a drastic collapse of the economy all<br />
over the world, since then the prospects<br />
for an end to the trade low-point<br />
have brightened considerably: in the<br />
USA and in China, but perhaps surprisingly<br />
for most people, in Europe<br />
as well. The latest statistics for the<br />
third quarter confirm that Europe’s<br />
economy has left the recession behind,<br />
and growth took place again in<br />
the eurozone for the first time since<br />
the beginning of 2008, by 0.4 percent.<br />
That is not much, but these days it<br />
is a lot better than nothing. Germany’s<br />
economy, recently often enough<br />
the back-marker of European trade,<br />
has even emerged as the economic<br />
‘powerhouse’ of the EU as expressed<br />
by the Financial Times. In light of a<br />
growth amounting to 0.7 percent in<br />
Germany that description may be<br />
claiming too much, but it is understandable<br />
from the British point of<br />
view: there, the economy shrank<br />
again by 0.4 percent in the third quarter,<br />
and meanwhile, isolated opinions<br />
are even being heard on the island<br />
that favour joining the eurozone.<br />
This year is almost over. What<br />
might next year bring? Many forecasts<br />
are optimistic, expectations of<br />
growth are rising, and for Germany<br />
economists now predict a growth of<br />
1.6 percent. This accords with the<br />
general mood at the autumn conference<br />
of metal wholesalers in Wiesbaden<br />
in November. Most traders<br />
assume that the market will recover<br />
perceptibly at the latest in the second<br />
half of the year. In some cases,<br />
however, there are concerns that<br />
downturns could occur when the<br />
government’s trade-boosting programmes<br />
end towards the middle of<br />
the year.<br />
It will be at least two to three years<br />
before the production levels seen at<br />
the beginning of 2008 are reached<br />
again. But it is generally easier to<br />
make headway when one in already<br />
on an upward path than when one<br />
is still at the bottom. Christmas time<br />
will again provide a chance to recover<br />
one’s breath. The editorial staff of<br />
