Some Uses of the Map of the Natural Vegetation of Europe for Natura 2000

Abstract
The ETC/NPB (European Topic Centre for Nature Protection & Biodiversity) gives scientific advice
and assistance to the European Commission (EC) in the implementation of the EU Habitats Directive
and this requires data at a European scale from many sources. The ETC/NPB prepared a map of EU
'Biogeographical Regions' for Natura 2000 and more recently a Pan–European biogeographical map
for the Bern Convention 'Emerald' network using maps of potential natural vegetation. The methodology
used to produce the maps is described.
If problems due to differing classification systems can be overcome the EPNV (European Potential
Natural Vegetation) map and associated data will help with the assessment of the proposals from EU
Member States; two possible examples are discussed and some further possibities explored including
the use of other European datasets in conjunction with the map of EPNV.
Zusammenfassung
Das Europäische Fachzentrum für Naturschutz und Biodiversität (ETC/NPB) in Paris unterstützt die
Europäische Kommission bei der Umsetzung der FFH-Richtlinie durch wissenschaftliche Beratung
und Zuarbeit. Dazu benötigt es europaweite Daten aus verschiedensten Quellen. Das ETC/NPB erarbeitete
für die EU eine Karte der „biogeographischen Regionen“ für Natura 2000 und kürzlich auch
eine gesamteuropäische biogeographische Karte für das „EMERALD Netzwerk“ im Rahmen der
Berner Konvention auf der Grundlage von Karten der potentiellen natürlichen Vegetation (PNV). Die
Methoden zur Erarbeitung dieser Karten werden beschrieben.
Wenn Probleme wegen unterschiedlicher Klassifizierungssysteme zu lösen sind, helfen die Karte der
natürlichen Vegetation Europas und die mit ihr verknüpften Daten bei der Bewertung der Vorschläge
der EU-Mitgliedstaaten. Zwei Beispiele für die Anwendung der Vegetationskarte Europas in diesem
Zusammenhang werden vorgestellt und diskutiert, weitere Anwendungsmöglichkeiten unter zusätzlicher
Nutzung anderer europaweiter Datenbestände werden erörtert/angesprochen.
1 Introduction
The European Topic Centre for Nature Protection & Biodiversity (ETC/NPB; formerly the European
Topic Centre on Nature Conservation) is one of 5 Topic Centres working for the European Environment
Agency (EEA) which is based in Copenhagen. The ETC/NPB is a consortium of 9 institutions in
8 countries led by the Muséum National d’Histoire Naturelle (MNHN) in Paris although 3 of the partner
institutes are themselves networks across several countries. There is a small 'core team' based at
the MNHN. The ETC/NPB has two main areas of work:

REPORTING: Development of European-wide indicators, reports on biodiversity in Europe.
NATURA 2000: Support to the implementation of the European Union network of sites designated
by Member States under the Bird Directive and under the Habitats Directive.
