Bilag 3.2.2.International experiences with output price indicesfor construction, Prefabricated, standard houses -GermanyIntroductionObjectivePurposes, application andusersThe objective of this section is to describe the price indices for prefabricatedhouses as calculated in Germany.In Germany, the calculated index is used as an economic indicator, formonitoring price developments of this part of the construction industryand as an estimation measure for updating the values of buildings. StatisticGermany also compiles an index for one family houses built in a conventionalconstruction art. Hence, the index for prefabricated houses alsoenables the comparison of the price development for two outcomes producedunder different production conditions.Main users of this index are:• Ministries,• The German Central Bank,• Trade associations• ValuatorsCompiling the indexRegulationCollected pricesSelection of the basket ofconstruction componentsSelection of respondentsNumber of respondentsand number of reportedpricesStatistics Germany has calculated the index since 1968. There was a nationalregulation in the frame of price statistics until 2007, when the compilationof the indices was stopped. From 2007 henceforward, this indexhas been calculated in the framework of the producer price indices.The prices collected are market prices paid by the client to the contractor- without VAT - for production of the well-defined, standard prefabricatedhouses (so-called Typenhäuser) with or without prefabricated cellar.Hence, two indices are compiled: An index for prefabricated houses withcellar and an index for prefabricated houses without cellar.Components to be priced are predefined and if necessary additionallyspecified by the respondents.The selection of the respondents takes place through targeted sampling,which ensures the representatively to a very high extend.The questionnaires are sent to 40 enterprises, which cover around 45 % ofthe producers of the prefabricated, standard houses. The respondents areasked to report on average four prices.88
