dry transformer into 30kV. Two parallel cables are connecting the center of the wind farm to<br />

the power plant Amagerværket 3.2 km ashore.<br />

Chapter 9 describes the detailed procedure leading to final approval of the wind farm by the<br />

authorities. The project has gone through three different public hearings including the final<br />

based on an Environmental Impact Assessment (EIA). The EIA includes the studies of marine<br />

archaeology, influence on flora and fauna, noise propagation and dispersal of sediments from<br />

digging out foundation areas and sailing canals. The main opponents to the EIA study are<br />

presented and the consequences for the project described. Especially the demand for signal<br />

lights on the turbine tower and the compensation to the fishermen are described.<br />

Chapter 10 presents the budgets for the construction costs and the running costs and income.<br />

The total costs for establishing the cooperative part of the wind farm are DKK 172 million.<br />

The estimated annual production is 44 GWh and the price of one share, equalizing a yearly<br />

production of 1,000 kWh, is DKK 4,250.<br />

Chapter 11 describes the organization of the cooperative. Different constitutional forms have<br />

been investigated and analyzed by Professor Gomard from the Copenhagen Business School.<br />

He pointed to one other possibility than the chosen still in accordance with the basic<br />

assumption given by the Danish Energy Agency. The uncertainty caused by the liberalization<br />

of the electricity market in Denmark is described. Finally the establishment of the<br />

cooperative, the development in sold shares, and the administration of the cooperative are<br />

dealt with. The chapter contains a summary and recommendations for future offshore wind<br />

cooperatives.<br />

Chapter 12 goes through the financing of cooperative offshore wind farms. The special<br />

conditions for cooperatives based on the I/S form with joint and several liabilities are<br />

discussed. The problems for the Middelgrunden project have been solved through cooperation<br />

with the Copenhagen Energy Utility and the different contractors.<br />

Chapter 13 describes the effort having the project accepted as a demonstration project within<br />

the EU 5th Framework program. Unfortunately the proposal did not get support even though<br />

valuable information for future off shore projects could have been obtained.<br />

Chapter 14 describes the information and PR material used and the contact to the press during<br />

the preparation period. Relevant examples of press material are given in appendix 10.<br />

Conclusions and recommendations are given in Chapter 15. Among the conclusions can be<br />

mentioned:<br />

• The organization of a cooperative of this size has to be prepared very carefully.<br />

• The dialogue with all parties of interests is very important when a site close to a<br />

capital is chosen.<br />

• Financial support from the Government for the feasibility study is essential when<br />

dealing with a cooperative, if dependence of the contractors, i.e. the turbine<br />

manufacturer, wants to be avoided.<br />

The reference list given in chapter 16 contains 46 titles including 3 papers in English<br />

presented at three different conferences in year 2000.<br />
