the matter without delay. Any infringement of this law is punishable by a<br />
penalty according to § 10 of the said law.<br />
There also exist in Norway statutory decrees by which each owner of d<strong>om</strong>estic<br />
animals is bound to report every case of malignant contagious disease that<br />
may occur amongst his stock.<br />
When a Veterinary Surgeon has investigated any such contagious case, he<br />
must, at once adopt the necessary measures to counteract the disease and prevent<br />
the spread of the contagion, and shall besides, at once, report the same<br />
direct to the Chief of the Veterinary Department in Christiania, and to the<br />
Foreman of the Sanitary C<strong>om</strong>missioners of the district concerned. Reports of<br />
any cases of cattle-plague, pleuro-pneumonia or foot- and mouth-disease must,<br />
besides being <strong>for</strong>warded by post, be <strong>for</strong>warded by telegraph to the Veterinary<br />
Board (see 1 of the law, and order of 12th November 1890, also order of<br />
15th May 1891)<br />
The duty of seeing that the instructions issued to prevent the spread of<br />
contagion are carried out rests on the Police at The spot, who also have to<br />
in<strong>for</strong>m the Police Authorities concerned provided the disease has been imported<br />
fr<strong>om</strong> any other district. Special directions in respect to individual cases of<br />
contagious disease, and <strong>for</strong> the transport of animals, may be issued by the<br />
executive , of the Veterinary Department Such orders have been issued in<br />
respect to anthrax, foot-rot, catarrhal-fever, swine-plague, sheep-scab, and glanders<br />
and farcy, whilst it has not been deemed necessary to issue special directions<br />
in respe •t to the other diseases, as these are not to be met with within<br />
the country.<br />
Animals attacked bv cattle-plague, Or pleuro-pnewnonia, or glanders, or<br />
farcy, or rabies, shall be destroyeJ, and the executive may also order the<br />
slaughter of entire stocks in which the disease has broken out. In cases of<br />
cattle-plague or pleuro-pneumonia or glanders and farcy c<strong>om</strong>pensation will be<br />
made to the extent of 1/ 2, or 2/ 3 of the value of the animal if diseased; up<br />
to the entire value if, after slaughtering, it is discovered to be sound.<br />
The duty of seeing that no prohibited animal is imported to the country,<br />
rests on the Cust<strong>om</strong>s Authorities and the Frontier-guard on the boundary next<br />
Sweden. This duty has of late been very rigorously en<strong>for</strong>ced. The law causes<br />
all animals, or objects, imported in violation of prohibitions in <strong>for</strong>ce, to be confiscated<br />
and, when necessary, destroyed.<br />
The duty of seeing that no animal is exported to Great-Britain and Ireland,<br />
without its first being examined in accordance with the decree of 15th August<br />
1890, rests also on the Cust<strong>om</strong>s Authorities with the aid of the Police on the<br />
spot. No vessel may be cleared outwards without first observing and carrying<br />
out the regulations in <strong>for</strong>ce in respect to the exportation<br />
The chief supervision in seeing that all the laws and regulations relating<br />
to this matter are observed and carried out, is effected by the High-Sheriff<br />
concerned, who is likewise vested with the power of taking certain .<br />
measures in regard to the prevention of spreading of diseases.
