The following Circular, dated 12th November, 1890 has been issued by the<br />

H<strong>om</strong>e Department.<br />

According to § 1 of the Law of the 20th May, 1882, concerning measures<br />

to be adopted in respect to malignant contagious diseases amongst d<strong>om</strong>estic<br />

aMmals, every qualified Veterinary Surgeon who makes use of his right to practice<br />

as such, shall immediately report to the Authorities all cases of malignant<br />

contagious disease amongst those doniestic animals which may be the objects<br />

of his examination or treatment together with in<strong>for</strong>mation as to what measures<br />

have been adopted or prescribed to counteract the disease and prevent the spread<br />

of infection.<br />

The diseases amongst d<strong>om</strong>estic animals which are, at present, subject, to the<br />

special observation of the Public Authorities, and concerning which such reports<br />

are to be made, are<br />

Anthrax, typhus, foot-and-mouth disease, and rabies in all d<strong>om</strong>estic<br />

animals,<br />

Cat tle pl a gu e amongst cattle and other ruminants,<br />

Pleuro-pneumonia and malignant catarrhal-fever amongst cattle,<br />

«Bråsot» («blue sickness») foot rot,sheep-pox and scab in sheep,<br />

Glanders and farcy in the horse,<br />

Red disease and swine-fever in swine.<br />

As it is however of the greatest importance to the central Veterinary Board<br />

to obtain in<strong>for</strong>mation of the outbreak of malignant, contagious disease amongst<br />

d<strong>om</strong>estic animals at the earliest possible m<strong>om</strong>ent, and, at all times, reports of<br />

the progress of the disease and its extension, the Department requests that the<br />

Veterinary Surgeons settled within the official district of the High Sheriff, shall<br />

send in reports — besides those to the Authorities — direct to the Chief Surgeon<br />

of the Civil Veterinary Department concerning ev er y case of the above<br />

named diseases that may occur The report ought to contain all the in<strong>for</strong>mation<br />

required by the enclosed new Schedule No. 2. Similar reports ought also,<br />

in the mentioned circumstances, to be <strong>for</strong>warded to the Chief Surgeon fr<strong>om</strong> the<br />

Chief C<strong>om</strong>missioners of Police, and District Head constables when they have<br />

received such reports as are mentioned in § 4 of the above mentioned Law,
