§ 8.<br />
The King may prohibit the importation of horned cattle, horses, and other<br />
d<strong>om</strong>estic animals, fr<strong>om</strong> countries in which malignant contagious disease of<br />
animals prevails, and of raw mercantile produce of such animals such as<br />
hides, wool, horn, hair, hoofs, unmelted tallow and flesh, and of articles or<br />
fodder which may be deemed capable of conveying the infection. A similar<br />
prohibition may also be issued in respect to scab amongst sheep and goats.<br />
In cases, where a prohibition of importation is not deemed necessary the King<br />
may determine what precautionary measures are to be taken to prevent the<br />
importation of contagion by the animals and objects mentioned.<br />
§ 9.<br />
The expenses entailed by the requirements of this law in tending, isolating<br />
and cleansing infected animals or those suspected of being infected, by cleansing<br />
of stalls, implements and the like, or by the burial of dead animals &c. shall<br />
be covered by the owner. The expenses entailed by the appraisement mentioned<br />
in § 5, and the amount to which the owners of slaughtered animals, in<br />
accordance with § 6, is entitled, shall be paid by the Treasury, provided such<br />
animals were not found to be attacked by the diseases named therein, but in<br />
respect to animals which were found to be suffering fr<strong>om</strong> any of the diseases<br />
mentioned in §§ 5 and 6, then one half by the Treasury and one half by the<br />
Treasuries of the Local Boards of the counties, boroughs or towns concerned,<br />
in the latter instance, however, only when the town has its own Local Board.<br />
§ 10.<br />
Infringements of this law, or of the public regulations framed by virtue of<br />
this law, shall be punishable by fine or imprisonment at the instance of the<br />
Police Authorities, provided such infringement be not punishable under the<br />
ordinary criminal law by a more severe penalty. Animals or objects which<br />
are endeavoured to be imported, or which have been imported contrary to any<br />
of the prescriptions contained in § 8, shall be <strong>for</strong>feited <strong>for</strong> the benefit of the<br />
Treasury provided that it be not necessary to have them destroyed. Veterinary<br />
Surgeons in private practice employed to carry out duties <strong>for</strong> the public<br />
authorities shall, if guilty of irregularities, be punishable in the same manner<br />
as publicly appointed Veterinary Surgeons guilty of irregularities subject to<br />
punishment according to chap. 24 of the criminal law, but in such a manner<br />
that punishment by imprisonment or fine is to be employed where the<br />
punishment <strong>for</strong> publicly appointed Veterinary Surgeons would be dismissal fr<strong>om</strong><br />
their profession or loss of office.<br />
§ 11.<br />
Should any person have disposed of animals suffering fr<strong>om</strong> malignant contagious<br />
disease the purchaser is entitled to claim a nullification of the bargain,<br />
even should the vendor have been unaware of the animals' conditirm.
