Executive Summary • Support of artistic, cultural and creative entities by increasing funding and optimizing the models of public support, especially for non-profit activities and their evaluation. Industries agree that it is necessary to increase the financial capacity for subsidy programmes particularly at the level of the state (MoC) and regions. The programmes should be regularly evaluated and optimized with an emphasis on ensuring continuity, support of innovative, experimental and interdisciplinary projects, working with the audience and other parameters based on the continuous surveying of the actual needs of the sectors and also the social priorities. This support mainly concerns non-profit activities and operators, however, many of the already supported activities and entities are commercial. For example, the film industry receives subsidies under the programmes of the State Cinematography Fund, and within the literature support subsidies are provided to publishers. It would be desirable, following the example of foreign practices, to support also other commercial areas from public funding, such as minority genres of popular music, digital games and independent TV productions, including animated films. In addition, it is also important to promote successful operators (excellent performances) to ensure their professionalization, further growth and image building. Successful operators may also be supported by non-financial ways, e.g. by using their reputation in the presentation of the CR abroad. • Professionalization of CCI representatives in terms of increasing their abilities, skills, knowledge and growth through a variety of forms and tools (e.g. coaching, mentoring, innovation vouchers, incubation). Services in the area of support of human resources leading towards professionalization may be provided through special national and regional programmes, including programmes of services within creative incubators, centres, etc. (e.g. shared workspaces). • Support of start-ups/starting firms and companies in transition to being prosperous. • Strengthening the capacities and professionalization also applies to contracting authorities and those who make decisions on public support of CCIs. This applies, for example, to officials making decisions on territorial development and public procurement, or companies and organizations seeking better marketing or design. It is important to focus on increasing the knowledge of current trends and challenges of all those making decisions and contributing to the CCI support. 576

Executive Summary • In strengthening the capacities and professionalization intermediators should play a key role, as they can provide quality and relevant advisory services, networking events linking creative artists and procurers, etc. For some sectors it would be appropriate to establish umbrella centres/coordinating agencies along the lines of foreign practice (e.g. a design centre, a centre for the promotion of handicrafts). The centres may be established at national and also regional levels. • Support of festivals, fairs, competitions and other events enabling presentation, experience exchange and networking, including support of import - the participation of foreign artists, ensembles and experts in the CR, which ensures the possibility of inspiration, comparison and establishment of international cooperation. • Providing more space for the presentation and promotion of CCI outputs in the public media (especially TV and radio, as well as professional magazines and web portals). • Support the influx of orders from abroad and foreign investments, and the cooperation between foreign and domestic firms (mainly in the sectors of digital games, film and digital content) through the provision of information and other services. Strengthening the existing infrastructure (e.g. the Film Commission) and the creation of a new one. • CCI adaptation to the digital environment • Support for new business models and services supporting innovative projects, e.g. in the area of legal downloading of the content. The digital environment not only enables to improve the distribution and presentation of the CCI results, but also enables the emergence of new products and services. • Support of the digitization of content and the devices enabling the presentation, archiving and in a broader scale also the creation and production. It is the support of digitization of the film heritage, library collections, museum collections, and the creation of standards for the purpose of their accessibility and their subsequent use, creating data storages and also the digitization of the screening devices (especially in cinemas). Also the „new industries“, such as digital gaming and advertising, seek archiving and presentation of outputs in the digital environment (and not only there, but also by establishing special museums and expositions). • Support of both the existing and new information tools (e.g. support of the development of a single information interface on Czech film, or support of databases of new books). 577
