Executive Summary
• Optimizing the setting of the copyright system. In connection with the distribution
and presentation of CCI outputs it is necessary to explore the possibilities
of aligning the interests of authors and operators of works, including media
and consumers, in order to maintain a sufficient access to works and information.
In connection with the operation of copyright protection organizations in
the CR it is necessary to seek to optimize the principles of their management
and activity, to increase their transparency and set a more significant use of
non-targeted collections to support current domestic production. It is also
necessary to further optimize the Copyright Act, which in its current form, for
example, does not address the access to digitized art and photographic works
younger than 70 years owned by collecting institutions, archiving of e-books
in libraries and their lending, dealing with licensing fees for the use of orphan
works in the area of visual arts. It is also necessary to increase the copyright
protection by combating piracy and by raising public awareness.
• The setting of clear and appropriate rules and their observance relating to
tenders/ public procurement with the aim of increasing mutual trust between
the contracting parties with an appeal to public institutions, which should
set an example to the private sector.
• Introduction of quality management into public administration in the sense of
defining and implementing quality administration, the management system,
the definition of agendas and competences etc.
• Cooperation of state and local governments
Ensuring a greater degree of cooperation between the state and the local governments.
This applies in particular to, for example, cooperative funding in
the area of performing arts or the participation of cities in funding local festivals
and cinemas. Because of the need to develop collaboration across sectors,
it would be appropriate to create a platform of partnership and cooperation
of the state and local governments for the purpose of mutual information
and experience sharing, defining and adding competencies and agendas, etc.
