Executive Summary
– Institutional framework
To fulfil the above tasks, it is important to create an institutional instrument in
the form of a central agency/office to raise awareness of CCIs, provide information
and consultations about the possibilities of using the CCI support programmes
in accordance with the implementation plan of the state cultural policy.
This office should work as soon as possible, because already now it can perform
many important tasks, especially in connection with the use of the ESIF. Other
important activities of the office should include activities aimed at cooperation
and networking of all key stakeholders and platforms, and also building the CCI
importance in the already existing more general platforms, such as the chambers
of commerce, regional innovation centres, technology parks, regional development
agencies, etc.
1. 2. Administration and Management
– Implementing the strategies
The industries emphasize the need for vision and the will to implement the concepts,
strategies and policies by the responsible authorities, as well as their
interconnection. Without action plans and secured funding the strategies and
concepts remain mere proclamations.
– Administration, legislation and processes
• Optimizing and set up of appropriate administrative, procedural and legislative
conditions to facilitate the operation of companies, self-employed and
non-profit and public entities.
Promotion of appropriate conditions (tax, social, health) for artists’ work and
also for certain segments of entrepreneurs within the employment policy of the
CR (e.g. keeping a reduced rate of VAT on books, introduction of lower taxes
for the digital games industry, the fund for the second career of dancers, etc.).
The appropriate setting of other legislative measures of general and specific
natures: e.g. the amendment of Act no. 80/2000 concerning the sale and export
of objects of cultural value, solving the statute of public institutions and
the statute of public benefit associated with setting appropriate conditions
for the so-called transformation of publicly financed organizations.
