Executive Summary<br />

Television and radio in the CR operate in the so-called dual broadcasting model<br />

(commercial and public). As for TV broadcasting, the Czech market is currently dominated<br />

by the so-called strong trio of three stations, or three companies (TV NOVA,<br />

i.e. CET 21, Prima, i.e. FTV Prima, and the public Czech Television). In 2015, five<br />

stations of the strongest CET 21 company reached 32.44 % of audience share, in 2013<br />

revenues reached the amount of CZK 5 billion and 1,040 employees. However, the<br />

biggest employer in the area of TV and also all CCIs remains to be the public Czech<br />

Television (CT), which in 2014 had nearly 3,000 employees and with its six stations<br />

also had the second highest ratings. CT is the most important co-producer of Czech<br />

cinematography, which aside from advantages also carries some issues – the status<br />

of external/independent producers, the role of CT creative producers in relation to<br />

them, and generally a low level of independent/external production in public broadcasting<br />

(and indeed also in private). The share of independent production contents<br />

is low in comparison with developed European countries. Even after twenty five years<br />

there is still only the dual system in the CR, while a number of European countries<br />

have managed to add a third sector, the so-called community media. In the CR television<br />

remains the most widely used medium, and the advent of new technologies<br />

increasingly allows broad public involvement through new devices (smart phones)<br />

and new methods of signal transmission (especially internet broadcasting). The regulatory<br />

authority, the Council for Radio and Television Broadcasting, registers a number<br />

of audiovisual service providers on demand. Measured by the time spent by the<br />

recipients, also YouTube would belong to the „strong trio“ of TV stations.<br />

The Czech Chamber of Architects (CCA), the professional organization, carries the responsibility<br />

for the architecture sector. It oversees the professional, technical and<br />

ethical performance of the profession of architects in the CR. However, the production<br />

of quality architectural buildings is to a high degree affected also by the conditions<br />

created by public administration. Public investors in the CR, unfortunately, have long<br />

been neglecting the demand for quality architecture and sustainable environment, and<br />

the lack of control of public investments, as well as the current state of public procurement,<br />

when the sole criterion is the lowest price, cased that prices for constructions in<br />

the CR are comparable with more developed EU countries, but their quality is several<br />

times lower. The number of public buildings, which emerged from architectural competitions<br />

after 1989 has not exceed twenty, even though public investments annually<br />

represent about 50 % of the total construction production in the CR. In April 2015,<br />

after years of CCA’s effort a non-legislative national strategy Architecture and Building<br />

Culture Policy of the CR was approved. Now it will be important how this strategy will be<br />

implemented. Its implementation, however, will always be tainted by the existing abnormality<br />

of duplicating architecture and building engineering designing (authorized<br />

engineers also have the option to pursue the profession of architect), which as a result<br />

weakens Czech architecture, as the public authorities must negotiate aside from the<br />

CCA also with the Czech Chamber of Certified Engineers and Technicians, which is logically,<br />

given the number of members, stronger and defends different interests.<br />
